Symptoms
When attempting to run Financial Statement Generator (FSG) report,
the following error occurs in the log file.

Explanation of codes used in Row_Col_options
A - no assignments at all
B - assignments present, all of them have NULL ledger segment value
C - assignments present, some of them have NULL ledger segment value
D - assignments present, all of them have NOT NULL ledger segment values
