R12: Error '275:XXX_BUDGET is an invalid Layout Key for the specified Integrator' when Trying to Use Edit in Excel Option for Forecasts and Budgets (Doc ID 2170462.1)

'Edit in Excel' in plan type version gives:

275:NPE_BUDGET is an invalid Layout Key for the specified Integrator.

Customer's gives:

Error:
Please resolve the following error to continue.
275: PA_FP_PFC_MAP is an invalid Mapping Key for the specified Content.

Steps to Reproduce:
Projects Super User
Projects:Delivery | Query project | Budget and Forecast tab:
Approved Cost Budget plan type, Version 'version name' | Edit icon
When I select 'Edit in Excel' from the drop down:

Error
Please resolve the following error to continue.
275:NPE_BUDGET is an invalid Layout Key for the specified Integrator.

Sometimes when you go back to the same version again and try Edit in Excel, it works and sometimes it doesn't. The behavior is very inconsistent.
