Symptoms

Actual Behavior
BOMPEXPL.Exploder_userexit does not explode unimplemented components even if the implement flag(impl_flag) is set to 2(both impl and unimpl)

Expected Behavior
BOMPEXPL.Exploder_userexit explodes unimplemented components when the implement flag(impl_flag) is set to 2(both impl and unimpl)

Steps
1. Run BOMPEXPL.Exploder_userexit with parameter impl_flag=2
