Report Manager R12 : After Applying MS Excel Security Patch Blank Excel Outputs Are Generated

On : 12.1.2 version, Core Functionality

MS Office 2010, Internet Explorer 9 and Windows 7.

Excel output showing blank page for reports ; this is for all reports published through Report Manager - all subledgers, custom or standard.
PDF and HTML works fine.  No error messages are displayed.

 Previously the users had the workaround:
Trust Center:
protected view - disable all options
macro settings - trust access to vba project

This no longer works.

Expected to be able to view excel outputs properly in Excel

The issue can be reproduced at will with the following steps:
1. Publish any reports through Report Manager
2. Observe the excel is opened empty.
