12.2 E-Business Suite Upgraded Instance Has Performance Issues With BI Publisher Reports Running Slower

Goal
BI Publisher 11g, E-Business Suite Specific issues
After an upgrade from E-Business Suite 11i to 12.2, all BI Publisher reports in the 12.2 instance are consistently slower than they were in 11i.
In the new upgraded instance, BI Publisher reports are often taking double the amount of time required in 11i.
Further review of the instance shows the java version is 1.7.0_25, which is the base java version certified with 12.2 and provided with the install upgrade / install media.
