After Updating Glogdba and Glogload Passwords per Security Guide Instructions, Weblogic Fails to Start

Symptoms
The OTM Security Guide gives the following instructions for updating the password for the glogdba and glogload users:
glogdba
1. Encode the new password according to instructions in the section “Encoding Values in
glog.properties” elsewhere in this document.
2. Edit the <otm_install_path>/glog/config/glog.properties file on each OTM web and
application server and replace the value of “glog.database.password” with the new password:
a. glog.database.password={e, where “” is the encoded
password value.
3. Restart OTM.
glogload
1. Encode the new password according to instructions in the section “Encoding Values in
glog.properties” elsewhere in this document.
2. Edit the <otm_install_path>/glog/config/glog.properties file on each OTM web and
application server and replace the value of “glog.database.load.password” with the new
password:
a. glog.database.load.password={e, where “” is the
encoded password value.
3. Restart OTM.
After completing these steps and starting the instance, Weblogic will not start and the following is seen in the Weblogic Console log:
