Symptoms
ACTUAL BEHAVIOR

When sending an inbound SOAP message to OTM, the integration fails and the following error is observed

It is expected to be able to use inbound web service integration successfully with no errors.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Send an inbound SOAP XML to OTM
2. The error is thrown
