Why Are Receipts Stuck in the RCV_TRANSACTIONS_INTERFACE Table or Transaction Status Summary Form With Pending Status and No Error?

Why are receipts stuck in pending status in the Transaction Status Summary form or RCV_TRANSACTIONS_INTERFACE table?
The Receiving Transaction Processor, it completes normal and no errors are occurring.
The transactions were reset with:
PROCESSING_STATUS_CODE = PENDING
PROCESSING_MODE_CODE = BATCH
TRANSACTION_STATUS_CODE = PENDING
The records are still not being processed.
