Symptoms

On : 12.1.3 version, Product Development Recipes

Unable to change the recipe validity status from New to Approved for general use
All the ingredients were inventory items and were extensively used in other recipes and the product is a new item which is defined as inventory but not transfer or stockable.

This recipe is defined for planning purpose

The issue can be reproduced at will with the following steps:
1. product development responsibility

created a new routing
created a new formula
created a new product
created a new recipe

Created a recipe validity rule with purpose as planning
