Initiatives Tab Displayed Twice or Tabs Not Displayed in Buyer Work Center (BWC) (Doc ID 2178749.1)

After upgrade to 12.2.6, the BWC shows the Initiatives tab twice. The Initiatives tab should only appear once in the BWC menu

Steps to Reproduce :

1 - Navigate to BWC

2 - Check BWC menu - Initiatives tab appears twice

Additionally - issue may present as follows:

When pulling up Purchasing Super User -> Buyer Work Center -> Agreements

Steps to Reproduce :

1 - Purchasing Responsibility -> Navigate to BWC -> Agreements

2 - Check Agreements page - Unable to see the tab to view GT&Cs.
