Rate Start First of Pay Period After Later Elections or Enrollment Start Starts on Life Event Reprocessing (Doc ID 2184403.1)

Symptoms

ACTUAL BEHAVIOR
---------------
For the Flexible Spending Account (FSA) plans using Rate Start Date Code of ‘First of Pay Period After Later Elections or Enrollment Start’.

This works correctly unless the plan is elected after the life event is reprocessed.

If the plan is elected after the life event is reprocessed, the rate starts on the reprocessed date instead of the pay period after election or enrollment start.
Use Reinstate code: ‘Reinstate if electability exists for backed out result’ for all life events.

Ex: life event Occurred Date 15-JAN-2016.

Next pay period starts on 01-FEB-2016 (semi-monthly pay periods).
Do not make election, reprocess life event on 20-JAN-2016.
Rate starts on 20-JAN-2016 when elect on the reprocessed life event instead of 01-FEB-2016.

Rate starts on 'reprocess date' instead of First Pay Period After Later Elections or Enrollment start.
 
EXPECTED BEHAVIOR

Expect the rate start first of pay period not to reprocess on LE reprocessing.

STEPS

The issue can be reproduced at will with the following steps:
1. Process LE.
2. Enrollments.
