Collection Territory Assignment Not Assigning Per Territory Setup Using 'Customer Category' (Doc ID 2184711.1)

In 12.1.3 creating collection territories using matching attribute - Customer Category not assigning to customers/organizations as expected.

Steps To Reproduce
1. Navigate > Territory Management responsibility > Territory Administration > Territories > select operating unit > select usage 'Collections' > click go
2. create territory , select operating unit click on create button > select territory type= ?? > hit continue
3. enter territory name, rank, number of winners > click next enter resource > click next > click next
4. enter matching attribute 'Customer Category' > enter value > finish
5. Run STAR program for Collections parameters : usage = Collections , mode = Total submit
6. Navigate > Collection Agent > Collections > query customer/organization > select Profile tab collector name does not assign correct territory
