INV_INVALID_SERIAL_STATE / Serial number &SERIAL for item &ITEM already exists, Serial state "&STATE" disallows this transaction

Symptoms

Find stuck sales order issue transaction with an error that the serial is already issued out of stores.

Error
Serial number XXX for item XYZ already exists, Serial state "Resides in stores" disallows this transaction

-or-

Serial number XXX for item XYZ already exists, Serial state "Salida de Almacenes" disallows this transaction

Steps
1. Create, book, ship a sales order for serialized items.
2. Trip stop ends in warning.
3. Navigate to Inventory > Transactions > Transactions open interface.
4. See Sales order issue transaction stuck in error.
