Running ADOP Fails With Error "ETCC Not Run In The Database Node" (Doc ID 2191678.1)

On: 12.2 version, Patch Application Issues
ADOP Fails with:


This can be produced with the following steps:
1. Applying patch using command adop phase=apply patches=<patchnumber> hotpatch=yes , getting the error message:

"ETCC not run in the database node tet076”, but have downloaded and ran the ./checkDBpatch.sh, which show all patches are applied. 

2. Restarted the patch with restart option in ADOP and it still errors with the same message.
