Symptoms
When viewing a Rate Record with Source: Region, Destination: City/Country, the destination appears under the source section.
The issue can be reproduced at will with the following steps:
1. Create a Rate Record;
2. Choose a Region as Source and a CITY/COUNTRY as Destination;
3. View the Rate Record.
