Edit in Excel errors for periodic budgets

The following error is given when opening budget in Excel:

Initially followed the following note, seemed to resolve the issue during SIT testing.
After Upgrading to 12.1.X, Project Budgets Cannot be Edited in Excel as the Spreadsheet Errors (Doc ID 1065534.1)

Now in production, went back to attempting to use the functionality and are encountering the error again. Validated the settings per the note.

Also found the following note, but have not changed the seeded period profile GL Period which has not been updated and has 52 periods.

Have also attempted to run Replicate Seed data wide open and for the OU of the project I am testing with no luck. Still receiving the VB error.
