Values In Context File of Some Ports Must Remain Same on Both RUN and PATCH File Systems

Goal
While installing EBS 12.2 using rapidwiz, Port Pool values are set as :
For example:
FS1 FS2
Oracle Connection Manager Port 1521 1522
DB ONS Local Port 6300 6301
DB ONS Remote Port 6400 6401
After installing,checking context file for fs1 ,fs2 and DB Tier,they values are shown as below
fs1:
<cmanport oa_var="s_cmanport" label="Oracle Connection Manager Port">1521</cmanport>
fs2:
<cmanport oa_var="s_cmanport" label="Oracle Connection Manager Port">1521</cmanport>
DB Tier Context file
<db_ons_localport oa_var="s_db_ons_localport" oa_type="PORT" base="6300" step="1" range="-1" label="DB ONS Local Port">6300</db_ons_localport>
<db_ons_remoteport oa_var="s_db_ons_remoteport" oa_type="PORT" base="6400" step="1" range="-1" label="DB ONS Remote Port">6400</db_ons_remoteport>
Both RUN and PATCH File Systems have the same value, which set for FS1 during run rapidwiz. Is this normal behavior or a bug?
