Remaining Value Is More Than The Authorized Value On The License

Symptoms
When accessing the License Line page , it is seen that for a particular license, the Authorized Value - 90,000,000 where as Remaining Value - 111,463,241
The expectation is that after the authorized value is completed, application shouldn't be able to assign that license for any transaction.
