State Names are not showing up in the LOV(List Of values) while selecting "Ship from" as a Tax determination Basis/Rule in Tax Rules Setup

EXPECTED BEHAVIOR

State Names should up in the LOV while selecting "Ship from" as a Tax determination Basis/Rule in Tax Rules Setup

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Financials for India --> Tax Configuration --> Define Tax rules
2. Fill the header details
3. At line level ,Pick Ship form as the "Tax determination Basis/Rule" ,tab to Tax Determination Values
4. In the LOV only "Others" is getting listed
