Special Information Link Not Visible On Copied Line Requisition (Doc ID 2206413.1)

ACTUAL BEHAVIOR
-----------------------

After copy to cart an existing requisition, the Special Information field is empty. Also without saving the requisition, if the requisition is reopened, the Special Information is there.

EXPECTED BEHAVIOR
-----------------------

Expect the Special Information field to be populated after copying the requisition to cart.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement Responsibility -> Requisition Tab ->
2. Search the requisition -> Copy to cart button ->
3. Edit and submit requisition -> Special information field is empty
4. Without saving click on Shop Tab->
5. Click view and checkout ->
6. Edit requisition -> Special information is there
