When opening a custom manager layout, the custom screen is not opened and the following exception is observed.

EXPECTED BEHAVIOR

It is expected to be able to open custom manager layouts successfully with no exceptions.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Create a custom manager layout and assign it to a screen set.
2. Create a menu link to the screen set.
3. Click on the menu link to open the custom screen set.
4. Select "New" to create a new business object.  The error is observed.
