User Role Is Not Selectable From Manage User Access Actions

Symptoms

ACTUAL BEHAVIOR
---------------
When trying to assign users an access in Manage User Access in a certain domain, OTM will not allow the selection of an existing User Role ID although it has already been created.

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to select an existing user role ID.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Login to OTM and navigate to Configuration and Administration -> User Configruation -> Manage User Access
2. Select User Preferences from the drop down menu
3. Input the user and level desired
4. For user role, select 'F' from the FLVN pick list to search for a user role.
5. Certain created user roles are not displayed in the results.
