Save 'Authorization' Value On 'Sanction Control Results' Grid On Transaction Line, Adds Extra Record

Symptoms
GTM adds a unexpected line to the "Sanction Control Results" grid, when you add a value in the "Authorization" field.
Example:
-----------
Edit a GTM Transaction LIne> go down to the "Sanction Control Results" grid > There is ONE line
Do the following:
01. Do not edit the line, just directly add a value (nlr for example) into the "Authorization" field > you will get this expected message "Edit a grid to save the License"
02. Now, remove the value from step#1
03. Now, edit the existing line > do not change anything > save the line again.
04. Now, repeat step#1 > you will not get the expected message "Edit a grid to save the License", but a second line will be added!!!
