Buyer Work Center Blanket Upload Fails During Blanket Update (Doc ID 2208773.1)

Symptoms

When trying to update an existing blanket in buyer's work center (BWC) via upload it will error out and kick out zero errors for troubleshooting.

It does ask to run the "Purge Purchasing Open Interface Processed Data" to see detailed errors and that report kicks out nothing as well.

The FND_LOG_MESSAGES show

po.plsql.PO_PDOI_MOVE_TO_DRAFT_TABS_PVT..update_lines.360.EXCEPTION
ORA-01407: cannot update ("PO"."PO_ATTRIBUTE_VALUES_TLP_DRAFT"."DESCRIPTION")
to NULL in Package po.plsql.PO_PDOI_MOVE_TO_DRAFT_TABS_PVT
