R12: OIE: Error "You Have Encountered An Unexpected Error. Please Contact The System Administrator For Assistance" While Entering an Expense Report (Doc ID 2208874.1)

Symptoms

When trying to create a Expense Report, user put in a hotel expense of cumulated amount of two nights for one night (instead of doing two nights) and received the following error

"exceeded daily allowance for hotel". 

User clicked on the Back button from the webpage. 

Ever since then, the same user keeps getting the following error when trying to create an Expense Report:

If the user goes to another laptop and logs in, the user still gets the same error message. 

Sys Admin has cleared user Java cache, internet cache, did a CTR- R, and had user create a new Expense Report… but the same issue is there.
