Symptoms

ACTUAL BEHAVIOR
---------------
When planning an order using RatewareXL as an external rating engine, the planning fails with the following exception. If the same rate offering/rate record is used in a RIQ lookup (where an order weight/volume is defined), the exception is not seen and the RIQ returns a result from RatewareXL.

It is expected that orders be planned successfully with no exceptions

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Plan an order onto a shipment that will use RatewareXL for rating.
2. The bulk plan will fail with the above exception in the logs
