On Production: 12.2 HRMS RUP6 version, Oracle Time and Labor Rules
While entering a self service timecard in OTL receiving an error for all employees.
Timecard Locked while Running Payroll in parallel
ERROR

The current row is locked Cause: You are trying to lock a row in the &TABLE_NAME table which is currently being locked by another user. Action: Re-query and attempt to lock the row again.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Self Service time
2. Enter a self service timecard in OTL
3. Receiving an error for all employees.

Background Process for OTL Workflow for employees. it is scheduled to run every minute.
