PO Approval Errors as ORA-04036: PGA Memory Used By The Instance Exceeds PGA_AGGREGATE_LIMIT (Doc ID 2213016.1)

Symptoms

On : 12.2.5 version, Approvals - Req, PO

When attempting to submit the document for PO approval the following error occurs is observed in the workflow

ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT

NOTIFY_REQUESTER (Sent Notification to Requester) #EXCEPTION -4030 ORA-04030: out of process memory when trying to allocate 16328 bytes (koh-kghu call ,pl/sql vc2/char) ORA-06500: PL/SQL: storage error ORA-04030: out of process memory when trying to allocate 16328 bytes (koh-kghu call ,pmucalm coll) Wf_Engine_Util.Function_Call(PO_COMMUNICATION_PVT.notify_requester, POAPPRV, 1362413-878220, 305125, RUN)

STEPS

The issue can be reproduced at will with the following steps:
1. Create a new PO and submit the document for approval
2. Could see that the approval workflow is errored
