When attempting to Final close an encumbered Standard Purchase Order after patch 22979454 the following error occurs

Your Budgetary Control action completed successfully


STEPS TO REPLICATE

The issue can be reproduced at will with the following steps:

1. Navigate to Purchasing responsibility > Buyer Work Center (Menu)
2. Click on Orders Tab > Query a PO > Finally close Standard Purchase Order > Final close action
3. Enter Reason field with more than 240 characters
4. If the same PO is tried for "Final close" with reason field entered with less than or equal to 240 characters, then no error appears
