ACTUAL BEHAVIOR
---------------
The Garnishment deduction is not deducting the expected 25% of disposable income for employee's in California
EXPECTED BEHAVIOR
-----------------------
The Garnishment deductions to be the same 25% of disposable, after the Year End Phase 1, for an employee with plenty of disposable income to take the full deduction
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply the Year End Phase 1 patch #24760000:R12.PAY.B
2. Process garnishments to confirm the dollars have not changed with the before patch instance
3. See the deductions being taken by the system are lower than the manual calculations
