Unable to launch the Billing Plan form in the Order Management module

As a part of the R 12.2.6 upgrade initial analysis, when we book an order in the Sales order form in one of the entity, the billing plan(Available from the Actions in the SO line) does not launch as expected. It gives an exception report. The details of the exception report and the screenshots are attached in the SR for your reference.

The issue can be reproduced at will with the following steps:
1. Login in as Oracle Order Management Super User Responsibility
2. Navigate to Sales Order Form
3. Query an existing order
4. Go to line
5. Action -> Billing Plan

The issue has the following business impact:
