ACTUAL BEHAVIOR

While creating a manual Invoice in invoice work bench, the account
Defaulted for the recoverable tax lines is same as Item line
EXPECTED BEHAVIOR
-----------------------
Expect that, since tax type selected was recoverable, the account should
get defaulted from Tax type setup
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup a recoverable tax type
2. Create a manual invoice in Invoice work bench
3. The Account generated for the Tax line is same as Item line
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the tax accounting generated is incorrect
