Workflow Notifications (Email Only) Display Error In Notification Body After Applying SSL (Doc ID 2216659.1)

Symptoms

On 12.1.3 version when attempting to use email approval notifications after enabling SSL see that the email is missing the Purchase Order Lines, etc and instead shows error
 
ERROR

You have insufficient privileges for the current operation. Please contact your System Administrator.

NOTE:  If the user opens the Notification Details .html attachment they can see the PO details successfully

STEPS
The issue can be reproduced at will with the following steps:
1. Enable SSL
2. Send Purchase Order for approval
3. Approver receives email and in the notification body see error:   You have insufficient privileges for the current operation. Please contact your System Administrator.
