International HRMS Setup Fails With Error at step 40 in pay_ip_startup_util.setup - ORA-20001 (Doc ID 2217204.1)

Symptoms

Problem Statement:

When attempting to run "International HRMS Setup", the following error occurs.

Error at step 40 in pay_ip_startup_util.setup - ORA-20001: ORA-20001: Phase 1 will cause exceptions to be raised. <DATE>

HR_STU_EXCEPTIONS stores the error below.

Sample Error:

TABLE_NAME   = PAY_ELEMENT_CLASSIFICATIONS  
SURROGATE_ID   = -49999872
EXCEPTION_TEXT = Row already created in a business group
TRUE_KEY      = Earnings

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Run "International HRMS Setup".
  2.   Request fails with the error.
