FND_DIAGNOSTICS Is Invalid In 12.2.6 With 12c Database

Symptoms
On : 12.2.6 version, ISSUES WITH FUNCTIONALITY OF AD UTILITIES
Invalid Objects exists in 12.2.6 with 12c database. FND_DIAGNOSTICS is invalid in EBS after upgrading it to versions 12.2.6 with 12C database.
Compiling the object generates the following error:
Alter package <APPS>.FND_DIAGNOSTICS compile body;
Warning: Package Body altered with compilation errors.
SQL> sho errors;
