Symptoms
ACTUAL BEHAVIOR
---------------
User creates a requisition with one line. After he sends the PR for approval, he changes the requisition by deleting the only line existing. Then the requisition can not be found any more.
After that if you create a new requisition the number skips the requisition that disappeared.
EXPECTED BEHAVIOR
-----------------------
Expect the requisition to still be present in the list of requisitions.
STEPS TO REPRODUCE
-------------------------
The issue can be reproduced at will with the following steps:
1. iProcurement -> Create Requisition with one line.
2. Send for approval.
3. Change requisition and delete one line (the only line).
4. The requisition does not appear anymore in the list of the requisitions.
