If an employee is enrolled in benefits from 01-Jan-YYYY to 31-Dec-YYYY but goes from part-time to full-time during the year, the Form 1095C shows benefits throughout the year, however, as the code on Line 16 shows 2C, the form implies that the rate until the employee went full-time was insufficient to a minimum value.
