Meaningless Error Message When Submitting PO Without Distribution Details in Buyer Work Center

Symptoms
On : 12.2.5 version, HTML Orders
When attempting to submit the standard PO without entering the distribution data in BWC the following error occurs.
ERROR

oracle.jbo.JboException: Cannot post an entity with no attributes set.
EXPECTATION
============
Meaningful error message has to be displayed for eg: "Line 1, Schedule 1 ,Distribution 1- Please enter a value for this required field. "
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Created a new standard PO
Enter the header level details
Click on lines and enter line level details
Click on Submit . Could see error displayed which is not meaningful
