Unable To Perform The Receiving Via iProcurement Due To Error "The Transaction Could Not Be Completed Successfully" (Doc ID 2221280.1)

When attempting to perform the receiving, the following error occurs:


Receipts cannot be created for the selected items because of one of the following reasons
- The transaction could not be completed successfully. Please contact system administrator for assistance

The issue can be reproduced at will with the following steps:

1. Login to iProcurement Responsibility
2. Receiving Tab > Receive Items
3. Change the Receipt Date to an earlier date (earlier than the system date), for which there is a currency rate setup. This action changes the Transaction Date to that date
4. Submit the receipt and received the above error
