Payables Open Interface Import Is Failing With No Exchange Rate and Invalid Liability Exceptions (Doc ID 2221787.1)

Symptoms

The Payables Open Interface Import is failing with two exceptions for every invoice in the interface table.

   Invalid Liability -  Liability account is invalid
   No Exchange Rate - No exchange rate

Neither the Liability Account or Exchange rate are entered in the interface table. However, the daily rate is set up and the liability account is defined in the Financial Options, so those values should be derived during import.
