R12 Project Financial Plan Does Not Retain Manually Added Forecast Lines

Symptoms
A project financial plan does not retain manually added forecast lines.
Steps:
The Project Manager goes in to 'Edit Planning Options' and makes sure that the "Retain Manually Added Plan Lines" box is checked so their monthly numbers remain unchanged when generating the forecast.
Once they click on 'Generate and Edit', the actuals are pulled in correctly but the Project no longer retains the manually added numbers.
Each task with monthly forecasted amounts changes to an even spread despite the 'Retain Manually Added Plan Lines' box being checked on both screens.
So this is forcing the Project Manager to have to go into each task and re-enter all of the forecast numbers.
