Update Partner Contact Error OAException: This Record In Table HZ_PARTIES Cannot Be Locked

Symptoms
In 12.2.4, updating partner's contact information such as partner contact First Name then click apply the following error:
Error oracle.apps.fnd.framework.OAException : This record in table hz_parties cannot be locked as it has been updated by another user.
does not update partner contact.
Steps To Reproduce
============
1- Log on to HPHC Partner Rep
2- Select Partners
3- Select Personalize button
4- Search for <PARTNER_NAME> under Partner Name (remove your name from the return only partners managed by section)
5- Select Search
6- Select matched partner name
7- Select the pencil for <USER_NAME_1>
8- Change <USER_NAME_1> to <USER>
9- Select Apply Error oracle.apps.fnd.framework.OAException : This record in table hz_parties cannot be locked as it has been updated by another user.
