Symptoms

PRC: Update Project and Resource Base Summaries request errors with the following in the log file when the database parameter 'parallel_degree_policy' is set to AUTO from MANUAL:

'ORA-12838 cannot read/modify an object after modifying it in parallel.'

If the parameter is set to manual it completes successfully. The customer wants to have the database parameter set to auto as this makes a significant positive change to system performance (not just the concurrent request performance, but the whole system).
