An automation agent with agent action match shipment is failing to match a tracking event to an existing shipment when a tracking event is submitted.

EXPECTED BEHAVIOR

It is expected that the match shipment action execute successfully and match the tracking event to the shipment.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Ensure a tracking event automation agent is active with the 'Match Shipment' action.
2. Submit a tracking event that will trigger the agent in step 1.
3. The agent fails with the above exception.
