12.2 E-Business Suite Following Note 1330706.1 ADOP Cutover Phase On Windows Platform Hangs On The Secondary Node, After Waiting Until Cutover Completes On the Primary Node (Doc ID 2234330.1)

Symptoms

E-Business Suite 12.2 Applications DBA, Online Patching ADOP Utilities issues

While running adop phase=cutover on the Windows Platform as documented in <Note 1330706.1>, ADOP hangs on the secondary node with the following message and does not progress:

  [EVENT] Waiting for non-Admin Server nodes to shut down their application tier services.
  [PROCEDURE] [START 2017/01/11 15:37:07] Checking if Non Admin MT Services Shutdown completed on all nodes
  [PROCEDURE] [START 2017/01/11 15:37:07] Identifying non-abandoned nodes
