Symptoms

 Agent Action “ORDER RELEASE - MOD - PROPAGATE CHANGES” should propagate the changes done at OR level to its related shipment. when we try to update an Order Release via XML by making Release Line and Ship Unit quantities as zero, the changes are not reflected on its related Shipment. But when we make quantity changes other than making them to zero, it reflects in Shipment.
