Order Base With Buffer Location Not Creating Correct Order Release Ship Counts (Doc ID 2235456.1)

Symptoms

Buffer location is updated on each of the 3 ship units of the order base and buffering is supported on the configuration. When the 3 order base shipunits are selected and action>>release total order base amount is performed, 2 order releases are created. First order release has just just one ship unit and the second order release has the correct ship unit count of 4
Expectation is that both order releases should have same ship unit count

STEPS

The issue can be reproduced at will with the following steps:
1. Select 3 Order Base Ship Units via Purchase Order>>Order Base Ship Unit
2. Do Actions>>release total order base amount
3. Both Order Releases created do not have same ship unit count
