Workflow Mailer Fails With Unable to connect to the mail account Due To Missing Certificates (Doc ID 2236531.1)

Symptoms

On 12.1.3 version, the Workflow Mailer
is not coming up after an outage with the following error:

oracle.apps.fnd.cp.gsc.SvcComponentContainerException: Could not start component; performing rollback -> oracle.apps.fnd.cp.gsc.SvcComponentException: Validation failed for the following parameters -> {ACCOUNT=Unable to connect to the mail account. Check the host, user name and password.}


The issue can be reproduced at will with the following steps:
1. Attempting to start the workflow mailer after an outage.

The issue has the following business impact:
Due to this issue, the workflow mailer could not be started.
