On 12.1.3 version, the Workflow Mailer
is not coming up after an outage with the following error:
The issue can be reproduced at will with the following steps:
1. Attempting to start the workflow mailer after an outage.
The issue has the following business impact:
Due to this issue, the workflow mailer could not be started.
