"User does not have privileges to modify this data" Error When Assigning an Access Control List To a User Role

Symptoms
Trying to add an Access Control List to a User Role errors with the following message:
The error message is experienced when the following steps are completed:
A. Navigate : Configuration and Administration> User Management> User Role.
B. Search for a User Role within given Domain.
C. The Search will return the User Role.
D. Click on the User Role to open within the User Role Screen.
E. On the bottom of the User Role Screen for the Field Access Control enter desired "Access Control List" then click Save.
F. Proceed to click the Finished Button on the top of the User Role Screen, once Finished Button is clicked with the above error message is seen.
