When attempting to create purchase order from a RFQ (request for quotation), the following error occurs:

Purchase Order Creation could not be initiated.Please check with your system administrator

The FND report shows the following additional details:

0 START_PO_CREATION : exception while checking whether req-based auction :ORA-01403: no data found
PON_AUCTION_CREATE_PO_PKG.get_vendor_contact_idORA-01403: no data found

ORA-06550: line 1, column 24:
PLS-00302: component 'UPDATE_PROC_PLAN_FOR_FPS' must be declared
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored

The issue can be reproduced at will with the following steps:
1. Sourcing -> Negotiation Tab
2. Search negotiation
3. Create Purchase order
4. Submit
5. Error occurs
